IF I wear too much makeup I look rough and haggard If I dont wear enough makeup I looked tired listless and "washed out.
What is good natural enahncing ways to Wear Makeup for a fair skinned, alburned hared, round faced, meduim lips, hazel eyed (more toward grey), sparse eyelashes, short to med length layred hair?

The best thing you can do is to stop layering your hair. I have a round face with fair skin, dark hair, and light eyes and I've tried layered hair and it is much less flattering with the round-face shape. Try to do something with height on top (I have no bangs, but use a large roller brush when I dry my hair to give me height on top.) It'll make you look thinner and make your face brighten.
For your eyes - try a product under your eyeshadow that does a light diffusion. It'll lessen the look of wrinkles and any dark shadows. It'll also make the eyeshadow look better and stay on longer without creasing. MaryKay had a product called triple action eye enhancer that worked like a charm, but they don't have it anymore. They've replaced it with something but I can't remember the name of it. Eyeshadows you could use just something like like a cream over the whole eyelid and then a very Light Bronze in a sideways-V shape with the point of the V on the outside corner of your eye.... the one leg along the lid by the eyelash and the other leg into the crease about 1/2 way down your eye on both. If you have a shimmery cream put just a speck right below your eyebrow where it peaks. Blend all of the eyeshadow. I use a cotton ball very very lightly. Find a bronze (brown is an ok substitute, but a bronze is better) eyepencil and line the lower lid just 1/3 to 1/2 of the way from the outside corner. Do it OUTSIDE of your lashes, not inside. For lashes, curl them with a curler first. Use two sets of mascara. First use Brown to thicken your lashes. Then use Black to lengthen them. To put on mascara... put the brush at the base of the lashes and wiggle it a little to get it in the lashes seperated, then pull up and out slowly. Do two coats of each, with 30 seconds to dry in between (I go back and forth between eyes.)
If you get a speck of mascara somewhere, don't touch it. Let it dry completely, then it can fleck off. If it's still there, try something else.
I don't use blush or lipstick, just a cream lipgloss. If you're wearing makeup All Over, that's probably leading to the haggard look. If you concentrate on one area (eyes should be it for a round face especially) and leave the others kind of plain, it'll make you look more natural and yet together. The lipgloss gives a nice shine and I think cream looks great.
I have a big bust and I'm short waisted and I don't have a flat stomach... so I speak from experience on the clothes end too... The best bets for clothes are solids, fitted, layered, and V neck. Collars are great, but the V is the most important thing. Multiple layers sounds like it'll put pounds on, but it doesn't. It hides the fat bulges, especially when the clothes are fairly fitted. I don't mean skin tight, but don't go baggy. Baggy makes you look bigger. If you have 2 or three layers and they're fitted, it will accentuate your good curves. You have curves, if you don't want to lose them, than you have to just accept them and make them look their best.
If you're dressing for work, a collared shirt can have a verticle stripe (that isn't too thin of a stripe) that's ok, but no "patterns" and such. Otherwise, solid. I like to wear a Tank Top or short sleeve or long sleeve shirt underneath and have it peek out of the V park. Just make sure the underneath shirt has some spandex in it so it is semi fitted. It'll smooth your bulges and make you look more polished. You can also wear this with jeans for casual as well. I think having at least one of these be a dark solid color (either the underneath shirt or the over shirt) is thinning. Brown or dark green like a pine color would look great on you. I think a cardigan is another good look as long as it's not too big and bulky. It's a good layering piece.
For pants... theres a few rules to live by.... not too tight, not too low on the waist, no pleats, not too short in the leg. Same rules as the tops with the solid colors, darks are great. If you like a pin stripe down the leg, that's ok. Avoid cordoroy and anything velvet-ish. Sleek material that drapes is the best. If you find something with a crease that runs down the center of the leg from top to bottom, those are slimming and make you look taller. I think heels are also slimming looking because they make you taller (although you don't need to go too high so you look wobbly.) They don't need to be fancy or stilettos, but boots are flattering or something else that is comfortable and maybe 1 1/2 - 2 1/2 inches heel, depending on your level of comfort. Anyway, when you buy pants, make sure they are long enough to go down to just above the ground, so know what shoes you're going to wear with them and try the pants on with the shoes. Most stores will alter your legs for free or for very cheap. It's worth it. You can also take them to an alteration shop... it shouldn't be more than $10 a pair at the very highest. With dress pants (and cargos or jeans) do NOT get a pleat in the front. It makes you look bigger in the stomach. Flat fronts are best. If you can make sure the pockets are horizontal and not vertical, that's the best, although sometimes those are tough to find. Make sure your pants aren't too tight, that makes you look bigger. If you're self conscious, cut the size tag out. Straight legs are the best. Don't do bell bottoms or lowriders or anything like that.
Remember, trends come and go, but classics are forever. Solid colors and basics are classics. They're the most flattering for your body and they'll look good for a long time.
